He was born on July 19, 1954 in the village of Esaulske, Kemerovo region. From 1971 to 1975 he studied at the Drohobych Music College. In 1976, he entered the Faculty of Military Conductors at the Tchaikovsky Moscow Conservatory. After graduation, he worked as an orchestra chief/military conductor in military units in several districts. In 1993-2005, he was the head of the military conducting department of the Lviv Military Institute of Ground Forces at the Lviv Polytechnic National University, the only institution in the country that trains musicians for military bands. In 1998, he was awarded the honorary title of Honored Artist of Ukraine. Horbal is a laureate of many competitions and festivals. He has been working at the Mykola Lysenko National Music Academy part-time since 2006, teaching in the classes of conducting and reading scores at the Department of Orchestral Conducting. Since 2011 he has been conducting the brass band of Lviv Polytechnic National University.
